A Child Welfare Messaging Narrative

The State Policy and Reform Center (SPARC) initative supported by the Annie E. Casey Foundation and the Jim Casey Youth Opportunities Initiative has been developing and implementing a strategy on how to communicate a more effective message around child welfare issues.  Recently the National Foster Care Coalition sponsored a presentation on the SPARC efforts, below are some of the materials presented.

Here are a few examples of the narrative applied in real-world communications contexts:

1.       Oklahoma op-ed – Uses the messages to refocus the conversation about privatization away from politics and back on to kids

2.       Oregon op-ed – Responds to the tragic death of a child in care to move away from the stereotypical attack-the-agency conversation

3.       Kentucky Rally – Uses the messages to put grassroots pressure on the governor to reverse kinship care cuts (these photos are on Facebook)

4.       Kentucky News Quotes – Advocate Terry Brooks uses the messages to recognize progress and leadership on improving the state’s track record on abuse 
                                                         and neglect investigations

5.       Missouri Letter to the Editor – Our letter uses the messages to recognize Missouri’s leadership on engaging fictive kin
